5.3.3 Inspection
5.3.3.1 The purpose of inspection is to verify that an electrical installation is in accordance
with safety regulations and the specified technical requirements of the relevant standards;
the inspection may include verification of the normal state of that installation.
New electrical installations as well as modifications and extensions of existing installations
shall be inspected prior to

Inspections shall be carried out with reference to relevant electrical drawings and
specifications.
5.3.3.3.101 In special cases, the person responsible for an electrical installation may decide
that the inspections can be carried out without drawings and specifications, for example
in simple and clearly arranged installations.

Inspections shall be carried out using suitable tools, equipment and devices and protective
equipment that prevent hazards, duly considering the hazards of uninsulated live parts.

When visually inspecting an installation it is checked whether:
a) the necessary drawings are present and the correct information is indicated;
b) the different (installation) parts are clearly identifiable;
c) any damage present does not cause a hazard;
d) the electrical equipment at least corresponds to the installation requirements;

When inspecting an installation by measuring and testing, it shall be checked that
the requirements have been met as regards:
a) the protective conductors and their connections;
b) the circuit impedances of the electrical system;
c) the earth distribution resistance of earth electrodes;
d) the insulation resistance of each section of the installation;

The following criteria shall apply to measurement and testing according to
5.101.6.2:
a) The uninterrupted state of the protective conductors and their connections shall be
measured with:
1) a measurement of the phase-earth circuit impedance or
2) a measurement of all the separate protective conductors with a measurement current
greater than or equal to 0.2 A.

The earth distribution resistance of earth electrodes shall be measured using an alternating
voltage.
NOTE If the measurement is not reliable in urban areas, measuring the circuit impedances
will suffice.
5.101.6.8
It shall be established through measuring that the response current and time of earth
leakage circuit breakers do not exceed the values assigned. The proper operation of
the test button may only be checked after the measurements.
5.102.1 General
The electrical installations of extensive, complex and sizeable work equipment shall
be inspected according to
5.101.
Safety functions, such as emergency shutdown switches and collision protection devices
of such extensive, complex and sizeable work equipment shall be checked at least once
a year.
5.102.2
Electrical work equipment shall be inspected with suitable regularity.The time between two successive inspections depends on:
a) the frequency of use;
b) the expertise of the user;
c) the environment;
d) the risk of damage.
NOTE The purpose of regular inspections is to detect any defects that have occurred during
use and that pose a hazard.

NEN 3140+A2:2018 geeft een andere visie op het inspectiebeleid
We werken alweer drie maanden met NEN 3140+A2:2018. Dit artikel gaat over de gewijzigde benadering van de inspecties van bestaande elektrische installaties. Dit kan een reden zijn voor de installatieverantwoordelijke (IV) zijn inspectiebeleid te herzien.
In 5.3.3.1.101 van NEN 3140+A1: 2015 staat een bepaling die stevig in het gedachtengoed van elektrotechnisch Nederland is verankerd: “Bij inspectie
Inspectiefrequentie installaties
Artikel 5.101 uit NEN 3140 geeft de eisen weer van een inspectie van bestaande elektrische installaties. De tijd tussen twee opeenvolgende inspecties moet voldoen aan bijlage I. Met deze rekentool kunt u bepalen hoeveel tijd er tussen inspecties mag zitten. Een afzonderlijk tijdsinterval kan worden vastgesteld voor elke elektrische installatie en voor elk onderdeel van een elektrische installatie.

Bestaat er een NEN 3140-keuringssticker?
Nee, die bestaat niet. De eis die in de norm wordt gesteld, is dat elektrische arbeidsmiddelen aantoonbaar moeten zijn goedgekeurd voor het gebruik (bepaling 5.102.84 in de norm). De wijze waarop dit aantoonbaar wordt gemaakt, is niet voorgeschreven.
Moet bij het plaatsen van een cv-ketel worden voldaan aan NEN 3140? In het bijzonder op het onderdeel brandwerende doorvoeren en gasbelemmering.
NEN 3140 richt zich op het veilig werken aan en met elektrische installaties en arbeidsmiddelen. Voor oplevering van nieuwe elektrische installaties en arbeidsmiddelen zijn veel uitgebreidere inspecties noodzakelijk. Niet alleen moet dan naar de veiligheidsaspecten worden gekeken, maar ook moet worden gekeken of de functionele eisen goed zijn ingevuld.

U leert op hoofdlijnen wat de Arbowet vraagt en wat het Arbobesluit aangeeft. Verder wordt u bekend met de inhoud van de norm NEN 3140. Je leert risico’s en gevaren herkennen (waaronder aanrakingsgevaar en de vlamboog) en je leert in de training wat de positie is van de Vakbekwaam Persoon ten opzichte van andere aanwijzingsniveaus binnen een organisatie. Tot slot leer je hoe je veilig werkt aan een
